Because the server is generally full and most people who hack want to make sure it works on all servers. Also, I'm sure that hackers goto many servers, you only notice this one because you play here the most compared to other servers.

I was telling him how the matrix style moving happens when you get in a fire fight and then you cant seem to hit anyone even with the gun right on them. If this was THAT maverick he could have been using a bot to see if it would hit things or where the gun jumps to aim, to see if it aims at them or if it jumps to what looks like empty air, but really ends up hitting them.
